Higuregaoka Academy used to be a hotbed of crime， but Megumi Asakusa changes the atmosphere of the school. Megumi is discussed about the drug problem by Odagiri and she tries to solve the problem by herself. But Megumi gets disgraced by the delinquents， who are actually controlled by Odagiri. The delinquents film the scene and broadcasts the movie in the academy. After the scandalous situation， Megumi leaves the school… Several months later， a mysterious heroine called Bloomer Sailor Striker shows up to save the academy.
